A proposed amendment to the Income Tax Act1 is set to have a fundamental impact on the way banks operate. A bank that cannot show how its exempt income is funded risks harsh consequences: any deduction it claims for interest paid on depositors' funds could automatically be reduced by the entire amount of the exempt income.
